Brisbane runs differently to Sydney and Melbourne — three competing stevedores, a heavily automated port, and a state biosecurity problem that catches importers out. Here is what matters for cargo landing in Queensland.
The Port of Brisbane sits at Fisherman Islands, roughly 24 kilometres from the CBD at the mouth of the Brisbane River. Three container terminals operate there:
All three use automated container handling equipment (Port of Brisbane berths and terminals). Automation is good for throughput but unforgiving on timing: slots are booked, and a truck that misses its window does not simply queue and wait. Each terminal has its own booking platform and its own charge schedule, so knowing the discharge terminal early is what keeps the transport leg cheap.
This is the Brisbane-specific one, and it catches people who have never dealt with it. Fire ant biosecurity zones cover large parts of South East Queensland, and they restrict the movement of materials that can carry fire ants — soil, mulch, turf, hay, potted plants, quarry products and organic waste (National Fire Ant Eradication Program).
For importers the exposure is usually indirect. If your cargo is stored, unpacked or handled inside a zone, or if you are moving equipment, pallets or landscaping-type goods out of one, the movement controls can apply to you even though the goods arrived from overseas. It is worth checking before you commit to a warehouse location rather than after a load has been turned around.
Empty container free time starts running from when the container is available, not from when it suits you to unpack. Miss the return date and detention accrues per container per day, and it climbs in steps.
The fix is unglamorous: know your last free day before the vessel arrives, book the unpack against it, and have the empty return slot arranged at the same time as the delivery. Any commercial consignment over AUD 1,000 needs a full import declaration. For an electronic declaration the Import Processing Charge is $50 for consignments over $1,000 and under $10,000, and $152 at $10,000 or more (Australian Border Force). A biosecurity cost recovery charge applies on top.
GST is 10% of the value of the taxable importation — customs value plus duty plus transport and insurance to the place of consignment, not 10% of the supplier invoice (Australian Taxation Office). With the broker and the forwarder under one roof, the entry is prepared from the same documents as the booking, transport is arranged against the actual discharge terminal, and if biosecurity intervenes we already hold the file. No handballing between two providers while free time runs down.
