Fremantle Port is Western Australia’s biggest general cargo port and Australia’s fourth largest container port. The Kwinana Outer Harbour is one of Australia’s major bulk cargo ports, handling grain, petroleum, liquefied petroleum gas, alumina, mineral sands, fertilisers, sulphur and other bulk commodities.

Working Fremantle Inner Harbour

Fremantle moved a record 920,521 TEU in the 2025-26 financial year, up 3.7% and past the previous record of 887,514 TEU.

The container terminals are at North Quay in the Inner Harbour, run by DP World and Patrick. DP World’s Fremantle terminal has three berths, 929 metres of quay, a 37.5 hectare terminal area and 14 metres of depth, worked by straddle carriers and post-panamax cranes.

What the charges actually are — and Fremantle is different

This is where Western Australia diverges sharply from the east coast, and it matters to anyone comparing landed costs across ports.

Patrick’s landside charge at Fremantle is $96.13 per full import container from 1 January 2026 — against $224.90 at Port Botany and $243.50 at Brisbane. DP World Fremantle’s terminal access charge is $77.92 per full import container. On the face of it Fremantle looks dramatically cheaper.

The catch is elsewhere in the tariff. DP World Fremantle’s vehicle booking administration fee is $92.70 per confirmed slot, considerably above the $50.45 Patrick charges on the east coast, and a no-show costs $401.77. There is a Chain of Responsibility weigh-in-motion fee of $17.75 on every full import container delivered by road, and a weight mis-declaration charge of $303.18 per laden import unit.

Storage is where it gets genuinely punishing. Past the free period, DP World Fremantle charges $296.77 per 20-foot and $593.55 per 40-foot per day for the first two days, then $600.33 and $1,200.65 per day from day three. Reefer services run $504.25 and $814.70 per day.

Read plainly: Fremantle is cheap to move a container through and extremely expensive to leave one sitting. Getting the clearance and the transport lined up before arrival is not good practice in Western Australia, it is the difference between a normal invoice and a bad one.

Rail out of the port — and a subsidy worth knowing about

The North Quay Rail Terminal opened in 2006, was expanded in 2014, and is operated by Intermodal Link Services. Five to seven trains a day move 400 to 700 containers, each train carrying up to 100.

In 2025-26, 26.4% of Fremantle’s container trade — over 240,000 TEU — moved by rail, up from 14.5% in 2015-16, removing an estimated 164,000 one-way truck movements. It is the highest rail share of any Australian container port.

There is a reason. Western Australia pays a Fremantle Container Rail Subsidy of $50 per TEU, introduced in 2007, paid to the rail terminal operator and passed on to customers as reduced transport cost. It applies to all loaded rail containers moving between the Inner Harbour and the intermodal terminals at Forrestfield, Kwinana, Rockingham and Kenwick. If your Perth destination is near one of those four, rail is very likely the cheaper option and the subsidy is the reason.

Quarantine and air freight

The Port of Fremantle is a biosecurity first point of entry for freight containers, general goods, inorganic bulk goods, waste and all vessel baggage. Perth Airport is a first point of entry for all goods. Qantas Freight’s Perth international terminal is at 24 Affleck Road with lodgement from 8am to 8pm weekdays; the domestic terminal is at Ross Drive and Boud Avenue.

Transit times, and the thing most importers get wrong

On Maersk’s Greater Australia Connect rotation Fremantle is day 48 — after Melbourne at 23, Sydney at 30 and Adelaide at 37. Despite being the closest Australian capital to Asia, Fremantle is the last call on that string, not the first.

That surprises people, and it is the single most useful thing to understand about importing into Perth. Geography does not determine transit time; the vessel rotation does. Some services call Fremantle first and are dramatically faster. Choosing the right service matters more in Western Australia than anywhere else in the country.
